CAST TRAINING 
Under South Dakota state law, if a business is caught selling alcohol to an underage person, both the business and the individual who sold the alcohol face penalties.
For the business, there is a financial penalty imposed by the South Dakota Department of Revenue. That penalty is doubled if the employee who sold the alcohol has not been trained and certified through a nationally-recognized program on the prevention of illegal sales of alcohol to underage people. The program must be approved by the Department.
The South Dakota Retailers Association offers a Train the Trainer program utilizing Certified Alcohol Sales Training (CAST) materials. The program has been approved by the South Dakota Department of Revenue.
Attending the SDRA Train the Trainer Program and successfully passing the CAST test allows you to train your own employees as soon as you hire them, rather than waiting for a program to be presented in your area.
When you train your employees, you will administer a test. All grading and certification is handled by CAST. The South Dakota Retailers Association will also be notified and keep a record of all persons trained. In the event of a sale to an underage person, proof of training and certification can be obtained from either CAST or the South Dakota Retailers Association.
Who should attend?
Owners, managers or supervisors from businesses with alcohol licenses, law enforcement representatives, and others who want to be certified to provide state-approved alcohol management training.
What do I receive if I attend the training?
A training video, instructor's guide, 5 employee training workbooks and exams, written information on penalties for sales to underage buyers, and an FAQ book on South Dakota alcohol and tobacco laws.
How long is the training valid?
Certification is valid for 3 years.
Does the law require me to train employees who will be selling alcohol?
No, businesses which sell alcohol are not required under South Dakota law to provide training to their employees. However, if your establishment is caught selling alcohol to an underage person, your business will be fined $500 on the first offense within a 24-month period, and $1,000 upon the second offense within a 24-month period, and the penalty is doubled if the employee who sold the alcohol has not been through an approved training program. (Upon a third violation within a 24-month period, the establishment's alcohol license will be suspended for a period of time). It is also just plain good business practice to train your employees about alcohol and tobacco laws, how to handle underage buyers, and the consequences of illegal sales.
Does this program cover tobacco as well as alcohol?
While the primary focus is on alcohol, much of the information contained in the training is also applicable to preventing sales of tobacco to underage customers, and the FAQ book you receive includes a section on South Dakota's tobacco laws.
